Combine potatoes, carrots, celery, minced onion , water, chicken base, basil, ground coriander, ground black pepper, garlic salt and cayenne pepper in a small stockpot.  Cover; bring to a boil.  Reduce heat and simmer 10 minutes or until vegetables are tender.

Add cream and butter; heat through and serve immediately.
